Submission on Metro Vancouver’s Solid Waste Management Plan 2026

The Business Council of British Columbia (BCBC) is a non-partisan organisation comprised of B.C.’s largest and leading companies, post-secondary institutions, and industry associations. We are dedicated to promoting prosperity through thought leadership, fostering cross-sector relationships, and advancing policy solutions to all levels of government.

This submission responds to Metro Vancouver's open comment process on the 2026 Draft Solid Waste Management Plan (SWMP 2026), which establishes the region's regulatory and strategic framework for managing municipal solid waste over the coming decade and beyond, with a 20-to-25-year outlook. The SWMP 2026's stated purpose is to shift the region away from an end-of-pipe waste management model toward a circular economy. While reducing waste is a worthy objective, we believe the plan should be guided by a broader set of principles, including reliability, affordability, transparency, and preserving competition.
